Kebbi Assembly Speaker ‘Impeached’

saidu-dakingari-kebbiSpeaker of the Kebbi State House of Assembly, Hassan Shalla, has been impeached for alleged breach of trust and embezzlement of allowances of his colleagues.

The member representing Birnin-Kebbi north state constituency, Abubakar Sabo, chaired the sitting following the absence of the speaker and his deputy.

Twelve of the 24 members of the house were in attendance at the sitting, and supported the impeachment of Mr. Shalla.

The impeachment of the speaker, however, is shrouded in controversy as it is not clear whether the Assembly could legally convene such a sitting in his absence as well as his deputy and whether 12 of 24 members actually constitute two-third majority, which is the constitutional requirement.

At the sitting, the motion for Mr. Shalla’s impeachment was moved by Aminu Gumbi from Yauri constituency and seconded by Aliyu Mutubare from Kalgo constituency.

A member, Habib Jega, who was impeached in controversial circumstances in December 2014, was re-appointed speaker via a motion moved by Bala Danbaba Waje.

The motion was seconded by Mohammed Yellow representung Shanga state constituency.

The impeached speaker could not be reached for comments at this time.
